Dominion City Church was founded in 1996 by Pastor David Chukwudi Ogbueli in Enugu, Nigeria, starting as a small fellowship in a sitting room at #2 Marcus Garvey Street, New Haven. The church emerged from a campus fellowship called the New Covenant Family (NCF), which Dr Ogbueli established in 1991 while studying Industrial Chemistry at the University of Nigeria, Nsukka. The NCF began as a response to young people’s dissatisfaction with orthodox churches, which many found uninspiring at the time. Dr Ogbueli, who began preaching at age 12, aimed to create a vibrant, practical, and engaging ministry with a mission to “raise leaders that transform society.”

Initially gathering with just six people, the church quickly outgrew its original space, moving to Garnett Concord Hotel and later Cordial Hotel in Enugu. By 1997, it relocated to an incomplete three-story building at #95 Chime Avenue, which became the foundation for its Enugu state headquarters, completed in 2006. The church’s growth was rapid, expanding to over 750 branches across Nigeria and establishing a presence in cities like Lagos, Abuja, Accra, Kampala, Johannesburg, and locations in the U.S., U.K., Canada, Ukraine, Dubai, and Asia. Its international headquarters is now in Ajah, Lagos
